Right to leave at any time

Is the Case “You have the right to leave this service at any time” still up to date?

I know this is only for European Countries, however since 2016 the GDPR forces the right to be forgotten on all online services, thus outside-EU services adapted as well to be bound to European laws.

Isn’t that the default? What is weird is “If you do not want to use this service, cease using it. You cannot leave.”

You’d think, but plenty of services have ‘deactivation’ options which split the difference – you can’t leave but it looks to you and sometimes to others like you’ve left, so it’s about the same as saying ‘cease using it’. As far as ToS;DR is concerned, it’s probably of interest if a service explicitly describes either situation in the terms – positively if full withdrawal (a la right to be forgotten) is allowed, or negatively if it is not.
